Odisha’s $25.4 b UAE haul signals a state-led push to outcompete for global capital
Odisha has returned from a three-day investment roadshow in Abu Dhabi and Dubai with proposed investments of ₹2,43,162 crore (₹2.43 lakh crore, roughly US$25.4 billion). It spans 24 memoranda of understanding and investment intents signed after more than 50 one-to-one and round-table meetings with UAE-based investors, sovereign funds and diaspora business groups.
The bulk of the commitment was struck on opening day in Abu Dhabi, with green energy drawing the largest sectoral allocation, ahead of chemicals and petrochemicals, electronics manufacturing, and rare earths.
The outreach is less about any single project than about what it reveals about Odisha's positioning strategy: pairing its mineral-rich geography, particularly for critical minerals and rare earths, with Gulf capital actively diversifying away from hydrocarbon-only portfolios.
A joint session between the state, International Holding Company and Adani Group specifically probed critical minerals, metals and renewable-energy equipment, pointing to the kind of resource-and-capital matchmaking that is increasingly defining India's federal investment competition.
Structurally, this outreach adds to Odisha's already sizeable investment pipeline, which state officials now put at roughly ₹22.5 lakh crore (about US$2.34 trillion). That scale of unconverted intent is itself a policy signal: India's states are racing each other for sovereign and institutional Gulf capital ahead of firmer project-level commitments, a pattern likely to intensify as the UAE and other Gulf states seek to lock in supply-chain and critical-mineral partnerships with resource-rich Indian states rather than the centre alone.
The real test, as with most MoU-heavy state roadshows, will be conversion. Whether the green-energy component and the associated critical-minerals interest translate into financial closure and construction will determine whether Odisha's Gulf pivot becomes a genuine manufacturing and clean-energy corridor or, for now, remains a large pipeline of intent.
Vedanta’s $2.19 b metals bet targets India’s EV supply chain
Vedanta Group has disclosed that it has invested more than ₹21,000 crore through FY26 (about US$2.19 billion) across aluminium, zinc, value-added alloys, copper, steel, nickel and ferrochrome — the metals bundle that underpins battery packs, electric motors, power electronics and lightweight vehicle bodies.
The disclosure lands as India's import dependence for critical minerals runs above 80%, with the company itself flagging that demand for critical minerals and rare earths could expand four- to ten-fold by 2047 as electric-vehicle adoption accelerates.
The investment is notable less for its headline size than for its sequencing: Vedanta has secured ten critical-mineral blocks spanning copper, nickel-chromium-PGE, tungsten, graphite, vanadium, rare earths and potash, with exploration underway on five, positioning the group to capture upstream value before India's EV-driven minerals demand curve steepens.
That combination of primary-metal capacity (India's largest aluminium and sole primary-nickel producer, alongside the world's largest integrated zinc producer through Hindustan Zinc) and new mineral-block access is a deliberate vertical play against future supply-chain bottlenecks, not a response to current shortages.
Copper is emerging as the tightest link: electric vehicles require three to four times more copper than conventional vehicles, and Vedanta's cathode output hit a record 170 kilotonnes in FY26, a volume the company is now backing further with downstream capacity in Saudi Arabia.
Alongside this, early-stage zinc-based battery research with IIT Madras and JNCASR signals an attempt to diversify India's storage chemistry away from near-total reliance on imported lithium-ion technology.
For India's energy transition, the significance lies in industrial policy logic: securing metals sovereignty is becoming as strategically important as securing lithium itself, and large diversified miners such as Vedanta are positioning to be the domestic supply backbone for an EV and storage ecosystem that remains heavily import-dependent on the cell side.
Cement makers’ $1.35 b green-power bet cuts costs
Ratings agency ICRA expects India's major cement producers to raise clean-energy capacity to 6 gigawatts by March 2028, up from around 4 GW in March 2026, backed by roughly ₹13,000 crore of investment over two years. (about US$1.35 billion).
The additional capacity is projected to deliver annual savings of ₹6,200–6,700 crore (about US$646–698 million), implying a payback period of under two-and-a-half years—a rare instance in which an emissions-intensive, hard-to-abate sector finds decarbonisation immediately cash-accretive rather than merely compliance-driven.
The economics are specific and instructive: ICRA estimates that every five-percentage-point increase in green-power replacement lowers power and fuel costs by ₹15–16 per tonne (about US$0.16–0.17), so a 25% replacement level could cut costs by ₹75–80 per tonne (about US$0.78–0.83) and lift operating margins by 140–160 basis points. That calculus, more than any regulatory mandate, is now driving cement makers towards captive renewable capacity, alongside blended cement and a rising thermal substitution rate that remains, at roughly 6%, well below global benchmarks.
Cement's calcination process alone accounts for 57–60% of the industry's emissions, meaning electricity and fuel-linked green power addresses only part of the decarbonisation problem; the balance depends on carbon capture, utilisation and storage, for which the government has proposed a ₹20,000 crore (about US$2.08 billion) outlay across sectors including cement, though commercial-scale CCUS adoption is expected to remain gradual given cost, energy intensity and transport infrastructure constraints.
The structural read is that India's cement sector, historically treated as a laggard in the energy transition given its coal and limestone dependence, is now demonstrating that renewable-power economics alone can drive meaningful capacity switching well ahead of any binding net-zero deadline, a pattern other energy-intensive industries such as steel are likely to be watched against.
Luminous Power’s $208m bet pushes India into cell manufacturing
Gurgaon-based Luminous Power Technologies plans to invest around ₹2,000 crore (about US$208 million) over the next five years in solar manufacturing and energy storage, as part of its stated ambition to triple its business within four to five years.
The centrepiece is a 1.2 GW solar-cell plant in Gopalpur, Odisha, feeding a module-manufacturing facility in Rudrapur, Uttarakhand, expected to produce its first output from May 2027, alongside an energy-storage manufacturing plant coming up in Angul, Odisha.
The investment marks a strategic pivot for a company built on lead-acid power back-up, now moving into lithium-ion cell assembly, having commissioned a 500 MWh lithium-ion battery-pack assembly line at Baddi, Himachal Pradesh, capable of producing packs from 1.2 kWh residential units to 112 kWh system-scale configurations.
This positions Luminous to compete in both behind-the-meter residential storage and small commercial-and-industrial battery-energy-storage systems that could displace diesel generator sets — a segment where demand is rising alongside distributed solar adoption.
Rather than committing immediately to large-scale in-house manufacturing beyond its initial 1.2 GW capacity, the company plans to reassess a build-versus-buy path once its Odisha facility scales, potentially using tolling arrangements with vendor partners to expand capacity while controlling logistics and time-to-market — a hedging approach increasingly common among Indian manufacturers wary of overbuilding capacity ahead of demand.
The bet reflects a broader industry shift: as India's residential and small-commercial solar-plus-storage market matures, legacy power back-up companies with existing distribution networks and brand trust are becoming credible manufacturing entrants, competing against both dedicated solar-cell specialists and diversified conglomerates for a still-fragmented consumer storage market.
Ultraviolette’s $82m Tamil Nadu plant targets mass-market EVs
Electric-motorcycle maker Ultraviolette Automotive plans to invest ₹779 crore (about $82 million) in a new manufacturing facility in Hosur, Tamil Nadu, starting with an annual capacity of 250,000 vehicles that can scale to 500,000 units, to support its move from premium electric motorcycles into the mass-market segment. The facility will complement the Qualcomm- and TVS Motor-backed startup's existing plant near Bengaluru, which produces up to 50,000 units a year.
The investment is arriving at an inflection point for India's electric two-wheeler market: sales crossed 1.03 million units in the first eight months of 2026, and their share of overall two-wheeler sales exceeded 10% for the first time in August, a shift partly reinforced by consumer concern over older petrol vehicles' compatibility with E20 ethanol-blended fuel. McKinsey projects electric two-wheeler penetration could reach 40–45% by fiscal year 2030, a trajectory that is pulling even premium-focused manufacturers toward volume production.
Hosur's selection reflects supply-chain logic as much as capacity economics: proximity to Ultraviolette's Bengaluru R&D base and an established automotive component ecosystem in Tamil Nadu, reinforcing the state's position as a hub for two- and three-wheeler electric manufacturing alongside more established players.
For India's broader mobility transition, the development illustrates how capital is now following demand into the mass-market end of electric two-wheelers rather than staying concentrated in premium or fleet segments, a shift that will increasingly test component and battery-supply capacity as more manufacturers chase the same volume opportunity that Ultraviolette is now targeting.
